<p class="MsoNormal">The new <a href="https://www.ukri.org/wp-content/uploads/2021/08/FOR-PUBLICATION_UKRI-Open-Access-Policy_Version-1.4_29-Mar-2022.pdf">UKRI
Open Access (OA) Policy</a> applies to research articles and conference
proceedings <b style="mso-bidi-font-weight: normal;">submitted</b> on or after 1<sup>st</sup>
April 2022, and to longform publications (monographs, book chapters and edited
collections) <b style="mso-bidi-font-weight: normal;">published </b>on or after 1<sup>st</sup>
January 2024.<o:p></o:p></p>
<h2 style="text-align: left;"><b><span style="font-size: medium;">Local advocacy and engagement</span></b></h2><p class="MsoNormal">The University Library Research Services team manages the
UKRI open access block grant (OABG) awarded to the University, and we have been busy in February and March delivering UKRI OA policy college and departmental level briefings, presentations, and Q&A sessions.</p><p class="MsoNormal">All of the slides and recordings from the CSE, CSSAH, and CLS briefings are available to access from our <a href="https://uniofleicester.sharepoint.com/sites/staff/open-research-skills/SitePages/New-UKRI-Open-Access-Policy-briefing.aspx" target="_blank">open access hub</a> in Sharepoint.</p><p class="MsoNormal">If you would like us to come and deliver a session in your college, departmental or research group meeting, please do drop us an <a href="mailto:openaccess@leicester.ac.uk">email</a>. peer-reviewed journal articles and conference proceedings with an ISSN must be
made immediately open access. This includes review articles, including those

<p class="MsoNormal"><u>Route 1:</u> Publish open access via a journal or
publishing platform that makes the Version of Record (VoR) immediately
available on its website.<o:p></o:p></p>
<p class="MsoNormal"><u>Route 2:</u> Publish closed access in a subscription
journal and deposit the Author Accepted Manuscript (AAM) or (Version of Record
if permitted by the publisher) into a compliant repository. University of
Leicester researchers should deposit into Figshare Leicester Research Archive
via IRIS as soon as possible after article acceptance. The deposited manuscript
must be made open access immediately <b style="mso-bidi-font-weight: normal;">on
publication</b> without an embargo period.<o:p></o:p></p>
<p class="MsoNormal">In addition, biomedical articles which acknowledge funding
from BBSRC or MRC are required to be <a href="https://plus.europepmc.org/home">archived

transitional agreements</span></span></b></h2>
<p class="MsoNormal">The University of Leicester has signed up to several <a href="https://uniofleicester.sharepoint.com/sites/staff/open-research-skills/SitePages/Paying-for-Open-Access-&-Publishing-Deals-and-Discounts.aspx?csf=1&web=1&e=dSQklz&cid=53bd4d11-8155-408b-a688-7e0a110240e9">transitional
agreements with publishers</a>, and in the majority of cases this permits
University of Leicester corresponding authors to publish open access, with no
author-side costs. Publishing in journals covered by these transitional
agreements is compliant with UKRI OA policy.<o:p></o:p></p><p class="MsoNormal">In Spring/Summer 2022 we plan to deliver a series of transitional agreement drop-in sessions, where we shall answer any questions you may have around a specific publisher agreement and eligible journals.</p>

Search engines such as Google and Google Scholar do not support these options.</p><p>Some databases do automatically look for variations in spellings and the singular/plural of words, but you can ensure they are doing this by using the tips below:</p><h3 style="text-align: left;">Truncation Searching</h3><p></p><p>If you want to search on the plural, singular and other variations of the same word you can use truncation:</p><p><b>exercise* = will find exercise, exercises, exercising, exercised</b></p><p>Do not truncate too early in a word – e.g. exer* = would find the above but also exercycle, exergonic, exertion, and other words you are not interested in. It has long been signalled that OA policy for the next REF, and for research funded by UKRI, will require books to be made open access. Perhaps the real question is <i>how</i> will books be made open access? </span></p><div style="text-align: left;"><span style="font-family: verdana;">The current proposal by UKRI is as follows:</span></div><div style="text-align: left;"><ul style="background-color: white; color: #292929;"><li><span style="font-family: verdana;">Monographs, book chapters and edited collections that acknowledge UKRI funding to be made OA. </span></li><li><span style="font-family: verdana;">The version of record, or author manuscript, should be made available via an online platform... </span></li><li><span style="font-family: verdana;">... using a maximum 12 month embargo and CC BY or CC BY-ND licence. </span></li><li><span style="font-family: verdana;">This policy would apply to works published on, or after,<b> 1 January 2024</b>.</span></li></ul><span style="font-family: verdana;"><span style="background-color: white; color: #292929;">UKRI are still to decide on some issues including: definitions, exceptions (there are quite a few listed), author copyright. </span><span style="background-color: white;"><span style="color: #292929;">This policy will also inform </span><b style="color: #292929;">future REF </b><span style="color: #292929;">open access policy. We provided more details on these proposals and the accompanying consultation earlier this year (<a href="https://gradschoolreadingroom.blogspot.com/2020/02/ukri-open-access-books-policy-update.html" target="_blank">here</a> and <a href="https://gradschoolreadingroom.blogspot.com/2020/05/ukri-open-access-policy-consultation.html" target="_blank">here</a>). A final decision is now expected in 2021.</span></span></span></div><div style="text-align: left;"><span style="font-family: verdana;"><br /></span></div><div style="text-align: left;"><span style="font-family: verdana;">In my view the proposals back a 'mixed-economy' approach for OA Books, meaning that authors could use several routes to comply with the policy. Some will use Green OA (author self-archiving), some will pay a book processing charge to a conventional publisher to make a book OA, and others will use a specialist OA publisher or service. </span></div><div style="text-align: left;"><span style="font-family: verdana;"><br /></span></div><div style="text-align: left;"><span style="font-family: verdana;">There are several specialist OA book publishers already operating in the UK. These include <a href="https://www.openbookpublishers.com/" target="_blank">Open Book Publishers</a>, <a href="https://www.gold.ac.uk/goldsmiths-press/publications/" target="_blank">Goldsmith Press</a>, <a href="https://unipress.hud.ac.uk/" target="_blank">Huddersfield Univ. Press</a>, and <a href="https://www.matteringpress.org/" target="_blank">Mattering Press</a>. A important policy issue is how these operations are financed, particularly over the long-term. Several models have been identified. Martin Eve, working on the <a href="https://www.copim.ac.uk/" target="_blank">COPIM project</a>, recently wrote a <a href="https://eve.gd/2020/10/22/backlist-to-the-future-a-new-business-model-for-university-presses-and-open-access-books/" target="_blank">blog post</a> on this issue. He proposes that publishers use subscriptions to their back-list to fund new OA books. This is variant on the freemium model, where sales of the print version fund the production of a digital OA copy. Our final OA conversation with a key senior stakeholder was with Lydia
Topliss, Research Strategy and Policy Manager (REF Implementation), Research
& Enterprise Division. Lydia has a key role to play in ensuring compliance
with REF OA expectations, and she is a member of the University Open Research
Group. During this conversation we talked more broadly about open access,
acknowledging the importance of compliance with research funders, but also
explored some of the benefits and challenges of OA.</span></p>

An important goal for the open access movement has been equality of access to academic publications. The aim is to reduce the barriers that readers outside the well-funded university system in Europe and North America face in accessing journals and books. </span></p><p style="text-align: left;"><span style="font-family: verdana;">It is telling that many of the journals and working papers we support through <a href="https://journals.le.ac.uk/ojs1/" target="_blank">University of Leicester Open Journals </a>have emerged from disciplines and projects with strong practitioner participation or geographic focus.</span></p><p style="text-align: left;"><span style="font-family: verdana;"><a href="https://journals.le.ac.uk/ojs1/index.php/mas" target="_blank">Museum and Society</a> publishes articles by both academics and museum professionals, reflecting a long-standing agenda within the School of Museum Studies. The museum sector has many small institutions within it, with correspondingly small budgets. Outside of national institutions like the V and A, which houses the UK's National Art Library, a library budget becomes a 'nice to have' rather than an essential service. Open access greatly enhances the impact of the <a href="https://journals.le.ac.uk/ojs1/index.php/mas/issue/view/202" target="_blank">recent special issue</a> on museums' responses to COVID-19, allowing people working in the sector to contribute, read and respond. </span></p><p style="text-align: left;"><span style="font-family: verdana;">Similar concerns lie behind <a href="https://journals.le.ac.uk/ojs1/index.php/nmes" target="_blank">New Middle Eastern Studies</a>, which aims to increase collaboration between researchers in the region and in the West.</span></p><p style="text-align: left;"><span style="font-family: verdana;"><a href="https://journals.le.ac.uk/ojs1/index.php/lias/index" target="_blank">Leicester Institute for Advanced Studies Working Papers Series</a><span style="background-color: white;"> </span><span style="background-color: white; color: #333333;">has published <a href="https://journals.le.ac.uk/ojs1/index.php/lias/issue/view/164" target="_blank">several papers </a></span><span style="background-color: white; color: #333333;">arising</span><span style="background-color: white; color: #333333;"> from </span><span style="background-color: white; color: #333333;">collaborative</span><span style="background-color: white; color: #333333;"> projects with researchers and </span><span style="background-color: white; color: #333333;">professional</span><span style="background-color: white; color: #333333;">s in </span><span style="background-color: white; color: #333333;">Africa. <p class="MsoNormal"><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">With the </span><a href="http://www.openaccessweek.org/"><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">2020 Open Access Week</span></a><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"> theme “Open with Purpose: Taking Action to Build Structural Equity and
Inclusion” we thought this would be a good opportunity to give some early
observations from the survey conducted between May and October 2020 of
Leicester researchers on ‘Open research practices, engagement and perspectives’.
The observations will focus on two areas:</span></p><p class="MsoNormal"></p><ul style="text-align: left;"><li><span style="background-color: white; text-indent: -18pt;">Potential for local structural
inequity and exclusion: Role (the position in research career)</span></li><li><span style="background-color: white; text-indent: -18pt;">External research funding</span></li></ul><p></p>
<p class="MsoNormal"><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The survey was jointly produced by the REF
environment and library research services teams. For the research services
team, the primary purpose of the survey was to take stock and get a picture of
where the research community at Leicester are with the Open Research agenda. To
identify potential case studies and to help us target and develop our advocacy,
training and engagement program.<o:p></o:p></span></p>
<h3 style="text-align: left;"><b style="mso-bidi-font-weight: normal;"><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Survey responses</span></b></h3>
<p class="MsoNormal"><span style="background: white; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The survey was (optionally) anonymous and
categorised by REF unit of assessment (UOA). We received 250 responses, with
representation from all UOAs. The majority of responses (78%) were from ‘staff
members’ on teaching & research, research only and teaching only contracts,
this was followed by ‘postgraduate researchers (PGR’s)’ (14.4%) and ‘postdoc
researchers (PDR’s)’ (7.6%). Over half of respondents (56%) had external
research funding; for ‘staff members’ this rose (59%) and dropped for PGR’s
(44%) and PDR’s (42%).<o:p></o:p></span></p>
<h3 style="text-align: left;"><b style="mso-bidi-font-weight: normal;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Observations</span></b></h3>
<p class="MsoNormal"></p><ol style="text-align: left;"><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Over 80% of respondents have an </span><a href="https://orcid.org/"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">ORCID</span></a><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">. This was a pleasing finding. There was
little difference between funded or not, however the figure dropped to 45% for
PGR’s.</span></li><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Most respondents have not participated in producing pre-prints
(68.9%) or in Open Peer Review (77.5%). Those with external research funding
(36.43%) produced pre-prints more than those without (21.82%).</span></li><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">There was near unanimous agreement in there being ‘value in
anyone being able to access my research’ (95%) and an overwhelming ‘preference
to publish open access’ (82.5%) with PDR’s in strong agreement (79%). </span></li><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">‘Engaging and adopting open research practice’ and ‘Sharing
research data and other research outputs’ should receive more credit (reward
and/or recognition). ‘Strong agreement’ was highest from PGRs (47.22% &
52.78%) and PDR’s (42.11% & 68.42%) compared to that of staff members
(26.15% & 31.28%).</span></li><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">There was strong agreement across all groups that there was a ‘need
for more support for open research activities’, this was highest among
externally funded researchers (51%), PGRs (52%) and PDR’s (57%).</span></li><li><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">80% of respondents agreed that the University of Leicester
should endorse a statement ‘committing to the values, principles and culture of
Open Research’, with this rising to over 90% for PGR’s.</span></li></ol><p></p>
<p class="MsoNormal"><b style="mso-bidi-font-weight: normal;">What next<o:p></o:p></b></p>
<p class="MsoNormal">Analysis of the survey will take place over the coming
months, these early observations show that for PGR’s and PDR’s there is value
in adopting open research practices and a need for more support and
recognition. <o:p></o:p></p>
<p class="MsoNormal">There will be a new series of open research training
sessions running between January and June 2021, these will be advertised and
available to book toward the end of 2020 for <a href="https://mypgr.le.ac.uk/">PGR’s</a>
and for <a href="https://www2.le.ac.uk/staff/events/courses-and-workshops">staff</a>.<o:p></o:p></p>

We shall shortly be creating new guidance on all the schemes and transformative agreements in our new <a href="https://uniofleicester.sharepoint.com/sites/staff/research-enterprise-support/staff-listing/SitePages/Open-Access(1).aspx" target="_blank">Sharepoint OA </a>pages. Remember to email the <a href="mailto:openaccess@leicester.ac.uk " target="_blank">open access helpdesk</a> with any queries you may have about these deals and agreements.</span></p><h4 style="text-align: left;"><span style="font-family: 'Corbel';">Wiley and SAGE OA transformative agreements and the University of Leicester</span></h4><div><span style="font-family: 'Corbel';">The two agreements we are frequently asked about are those from SAGE and Wiley.</span></div><div><span style="font-family: 'Corbel';">The <a href="https://openaccess.sagepub.com/" target="_blank">SAGE open access portal </a>is the dashboard that UoL authors can use to choose to make their SAGE articles open access and pick a funder-compliant OA license. This deal only covers hybrid journals and item types eligible include journal articles and conference proceedings.</span></div><div><span style="font-family: 'Corbel';"><br /></span></div><div><span style="font-family: 'Corbel';">The <a href="https://authorservices.wiley.com/home.html" target="_blank">Wiley agreement</a> </span><span style="font-family: Corbel;">covers all Wiley Journals, both hybrid and OA. Eligible item types include journal articles and conference proceedings.
