How to submit feedback
UKRI is seeking evidence-based views and feedback on its proposed OA policy and the University Library Research Services team, in conjunction with the University Open Research Group, are coordinating the institutional response to the consultation.
A huge thanks to all those university colleagues who have provided valuable feedback thus far, and we are currently collating all the institutional feedback, in preparation for submitting the University response before the deadline.
If you have a view and would like to contribute to the UKRI OA review, they are encouraging all those interested to submit an individual response, further information on the survey and the online response form can be found here.
The recommendation is to read the consultation document before completing the online response form as it outlines the policy proposals and provides the context relevant to each question.
Who will see the responses to the review?
UKRI intend to share responses to the consultation with its sponsor department (BEIS), other UK government departments and agencies, and other UK HE funding bodies.

- In-scope research articles and conference proceedings with an ISSN need to be immediately open access from 1 January 2022 (either by gold OA or zero-embargo green OA), with a CC BY licence
- Monographs, book chapters, and edited collections, will have to be open access from 1 January 2024 unless a contract has been signed before that date
- UKRI is considering sanctions for non-compliance
- UKRI affirms its commitment to Plan S
- The current REF 2021 policy is not changed
